2 O.C. firms involved in business buyouts

Oracle, the world’s largest business software company, has bought Relsys International, an Irvine maker of software that manages drug safety.

Relsys’ customers include some of the world’s largest drug companies that use Relsys software to track and analyze safety data.

Terms were not disclosed on the acquisition that is expected to close before July.

In an unrelated transaction, SmartReply Inc., an Irvine marketer, has bought mSnap Inc., a San Francisco network for mobile advertising and text messaging.  Terms also were not disclosed.

As public markets have dried up, mergers and acquisitions have become the popular avenue for growth and creation of liquidity for investors.

Oracle has been actively pursuing other companies. In 2008 it bought Primavera, which makes project management software, and Skywire Software and AdminServer, both of which make software for the insurance industry.

Oracle said the Relsys purchase will bring “significant domain knowledge and experience.”

SmartReply wants to capitalize on mSnap’s technology to send targeted text message ads to cell phones.
